Title 1C Migrant Education Program – RECRUITER INFORMATION

Job Summary:  Title IC Migrant Education Program at ESU 9 has an immediate opening for a regional recruiter in the Central Region area. The recruiter’s primary responsibility is to find and enroll eligible migratory children into the Title IC Program. Successful candidates must be self-motivated and have the skills to connect with diverse populations in a variety of settings independently. Bilingual language ability preferred.  Must have a valid Nebraska driver’s license and reliable transportation.

JOB TITLE Regional Recruiter – Title IC – Education of Migratory Children
LOCATION Designated areas in the Central Region as assigned
QUALIFICATIONS
  • Must have a valid Nebraska driver’s license
  • Successful experience working with diverse populations
  • Oral and written proficiency in English and Spanish
  • Organizational Skills 
  • Essential Computer Skills 
  • Experience implementing and maintaining filing systems
  • Ability to travel and be away from home on occasion
  • Ongoing Learner 
PREFERRED EDUCATION AND/OR PRIOR EXPERIENCE
  • High School Diploma; Associates Degree or Bachelor’s Degree preferred
  • Experience Title IC -Education of Migratory Children Program 
  • Understanding of the U.S. school system, and other school systems outside of the US that eligible migrant students attended
  • Experience in working with youth, children, and families
QUALITIES & RESPONSIBILITIES
  • Maintain current knowledge of Migrant Education Program (MEP) federal regulatory guidance in the area of identification and recruitment (ID&R)
  • Apply regulatory guidance on a case by case basis in state ID&R activities 
  • Participate in training to remain current on all federal and state Certificate of Eligibility COE requirements and standards 
  • Demonstrate knowledge of compliance with the MEP state ID&R process and timelines
  • Demonstrate understanding of all forms pertaining to the job and how each form is to be correctly completed and submitted
  • Identify, assess and evaluate information received from a variety of sources in determining prospective migrant students and their families for program services
  • Establish and maintain a recruitment network: contact potential employers of migrant laborers in order to provide leads regarding locations of migrant children and families; contact public and private community agencies associated with serving rural/urban populations; work with district liaisons to effectively recruit Migrant qualifying students to maximize recruitment efforts; meet with and interview prospective migrant students and their families to determine eligibility for program services 
  • Distribute educational materials to Out of School Youth
  • Maintain capacity to utilize the state and federal migrant student database systems
  • Inform students and parents/guardians of available services and act as a liaison with other social service agencies to facilitate          assistance
  • Communicate effectively with school district and community personnel on a regular basis regarding the Migrant Education Program, its services, and recruitment information and needs 
  • Adapt and be flexible to a constantly changing environment.
